NESARA, or the National Economic Stabilization and Recovery Act, was a widely dismissed financial proposal sent to various congressmen by Dr. Harvey Bernard in the early 1990s. Though it was never taken seriously by the nation's politicians, a handful of internet-based conspiracy theorists later came to believe that the act had been "secretly" passed during the Clinton administration, and was being suppressed by President Bush. As the conspiracy rumors circulated, they picked up new and ever-weirder details, including the notion that NESARA is supported by aliens who will soon return to Earth to assist in carrying it out.
